Your telegram of 23rd June. It is proposed to
have a system of permits for all prohibited goods whether
going to prohibited destinations or net. Object is to have
fuller control over aperta and te have power to require
landing certificates in special cases to ensure that the
goods are not diverted from the declared destination.
Landing certificates would be seldom necessary in the case
of British Ports. They would be req ired chiefly for ear-
tain goods shipped under special lisence to ports in Asia.
Previous experimce of opium shows that it is advisable to
check Chinese shippers. Some exportation is by junk, Hong
Kong has no special customs organization. Bills of Lading
are issued by Shipping Companies after export permits have
been issued. Bills of Lading are examined in special cases
but manifests are always examined.
